A Comparative Study of Local Legislation on Nationwide Reading in China Based on the PMC Index

Abstract: The implementation of the Regulations on Promoting Nationwide Reading has provided a clear superior legal basis for local legislation on nationwide reading. Using the PMC index model, this article conducts a quantitative evaluation of 25 currently effective local legislative texts on nationwide reading at the provincial and municipal levels in China. The results show that local legislation is generally of good quality and has formed common characteristics of multi-subject collaboration, multi-dimensional resource provision, and targeted care for priority groups. However, it still faces structural shortcomings such as lagging legislative supply capacity, insufficient coverage of priority groups, and the absence of sound guarantee mechanisms. Accordingly, this article puts forward optimization suggestions from the aspects of legislative progress, service scope, local characteristics, and supporting mechanisms, aiming to provide a reference for enhancing the quality and efficiency of local legislation on nationwide reading.
