From “Content Access” to “Creative Equity”: the Bridging Mechanism of the “Publishing Gap” for the Visually Impaired and the Japanese Experience

Abstract: Based on the three-dimensional framework of content access, technology adaptation, and knowledge creation, this article explores the mechanism of bridging the publishing divide for visually impaired groups. It argues that the publishing exclusion faced by the visually impaired is not a simple technological barrier, but a systematic exclusion chain formed by inaccessible physical carriers, incompatible interactive formats, and the deprivation of creative subjectivity in knowledge production. Taking Japan as a typical case, this article analyzes its targeted governance strategies addressing the three-tier publishing divide, including institutional optimization via copyright exemption and resource sharing, human-machine coordination through assistive technology and standardized services, and cultural reconstruction relying on literacy training and social recognition improvement. On this basis, it proposes practical governance paths for China to construct an inclusive digital publishing ecosystem for vulnerable groups.
