Following the principles of open collaborative innovation, as well as the concepts of diversified business models, decentralized platforms, and integrated resources, this paper reveals the overall framework and operational mechanisms of blockchain-empowered intelligent knowledge services. The static depiction of the overall framework outlines the constituent elements and their interrelationships. Leveraging elements such as application services, open interfaces, business logic, data logic, and technological foundations, a collaborative construction of an intelligent knowledge service ecosystem is established. The dynamic portrayal of operational mechanisms delineates the macro-micro processes of collaborative intelligent knowledge services directed towards users, services, and resources. At the macro level, a collaborative mechanism orchestrates users, services, and resource management to embed intelligent knowledge services, while at the micro level, it encompasses blockchain-facilitated user interest modeling, knowledge service provisioning, and knowledge resource management mechanisms.
