Quantitative Analysis of China’ s Universal Reading Policy Text from the Perspective of Policy Tools

Abstract: Based on the perspective of policy tools, a systematic analysis is conducted on the policy texts of nationwide reading in China. After sorting out their basic information, the policy texts of nationwide reading are divided into X-Y-Z dimensions and cross analyzed. It has been found that the current choices of policy tools for universal reading are becoming more diversified, but the allocation of policy combinations still lacks systematicity; the theme of national reading policy tools presents comprehensiveness, but the application of policy structure is still unbalanced and reasonable; the participation of public reading policy tools is constantly diversified, but the coordination of policy entities still needs to be strengthened. Therefore, it is necessary to optimize the structure of public reading policy tools and improve the policy application system; strengthen the coordination of the main body of the national reading policy and enhance the operability of the policy; enrich the elements of national reading policy content and promote policy orientation and inclusiveness.
