Abstract:

In order to improve the publishing level of scientific and technological journals in

China and shorten the distance from international advanced publishing countries, this paper

analyzes the successful experience of German publishing industry. In terms of management, the

German publishing industry realizes the operation mode of cooperation between federal and local

governments, federal and local laws and industry associations, and the combination of mandatory

and non mandatory means. There are many kinds of journals and magazines in Germany, With

a large number of publications and rich diversity, journals in various languages can be accessed

openly, Accounting for a high proportion. The implementation effect of academic journal sharing

policy is good, but it is still subject to the influence of international communication languages. To

improve the development level of China’s periodicals, we need to improve the mode of periodical

management, cultivate and support different disciplines or comprehensive periodical cluster

platforms, promote international communication and exchange, and promote the development of

Chinese-English bilingual periodicals.
