Abstract: Focusing on the holistic construction of Chinese graded reading publishing, this article clarifies the core connotations of such publishing and analyzes the current industry landscape. By selecting representative publishing practices for case analysis, it examines practical experiences across four dimensions: adherence to Liuyue’s graded reading standards, systematic development of reading materials aligned with school-based phased reading curricula, integrated publishing of print materials and multimedia resources, and the creation of graded reading services tailored to diverse stakeholders and contexts. Furthermore, it proposes a comprehensive framework for holistic development in four aspects, publishing standards, publishing architecture, publishing formats, and editorial planning. It advocates establishing publishing concepts based on professional graded reading standards, building a systematic product system covering all age groups, coordinating the synergistic development of traditional print media and digital media resources, and adopting a full-process design approach encompassing pre-, during-, and post-reading stages to enhance editorial planning. The aim is to provide reference for the systematic advancement of Chinese graded reading publishing and support the development of a localized graded reading publishing ecosystem suited to China’s educational context.
