Abstract: [Abstract] South Korea’s digital textbooks are developed under the overall planning of national digital education development strategy. Korean education department has fully realized that digital textbooks could exert a positive influence on their students, construct intelligent learning behavior, and also promote the innovation of the education environment, education contents and methods, and education evaluation system. Program development and publication are deemed as two core elements of digital textbooks, whose development is closely related to the national digital publishing foundation. The new digital textbook, as the result of the change from paper media to the information media center, has obvious differences with traditional textbooks in function and form. The practice process of primary and secondary schools digital textbooks in South Korea has faced a series of problems, including insufficient popularizing budget, lack of standardization, the imperfect relevant legal system, lack of application ability of digital textbooks for teachers and students, etc.. However, the government and publishing industry takes a series of countermeasures of upgrading digital equipment, legislating for copyright, optimizing the contents, and activating the digital textbook industry
