A Comparative Study of Chinese and Foreign Publication Policies

Abstract: Starting from the policy perspective, authoritative policies, incentive policies, persuasion and encouragement policies, system change policies, and capability policies are used as indicators to analyze the foreign publishing policies of the United States, the United Kingdom, Japan, France, and Germany. The study found that the foreign publishing policies of these countries are characterized by the following features : an authoritative policy based on cultural foreign policy; an incentive policy that eliminates or reduces value-added tax (VAT); an encouragement policy that brings together multiple sources of special funding for publishing; a policy of systemic change that involves cross-sectoral cooperation in the promotion of innovative channels; and a policy of competence in the creation of export academy and apprenticeships for the training of foreign publishing talents. Based on this, it is proposed to implement cultural diplomacy policies and special publishing policies in parallel; provide comprehensive tax incentives and policy consulting services ; jointly provide funding with multiple forces of government and industry organizations; strengthen cross-departmental cooperation between governments and foundations to open up channels ;and carry out cross-border and cross-departmental vocational training to optimize my country’s foreign publishing policies and promote high-quality publishing going global.
