我国科技期刊开放出版现状与发展对策研究

摘要/Abstract

摘要： 分析全球科技期刊开放出版现状和政策发展概况，探讨我国科技期刊开放出版的主要制约因素，并从完善发展机制、推动模式创新、构建生态体系等方面提出对策建议，包括加强国家级开放出版平台建设与宣传推广、寻求开放出版利益相关方的利益平衡、鼓励部分期刊和出版机构开放出版先行探索、推动开放出版与图书馆开放资源转换的有效对接、大力推动科技期刊的钻石开放出版、构建开放出版与科技期刊协同共生的业务体系、构建开放出版学术交流新生态等。

Abstract: Analyze the current state and policy development of open access（OA） publishing for global scientiﬁc journals, explore the main constraints of OA publishing for scientiﬁc journals in China, and propose countermeasures and suggestions from the aspects of improving development mechanisms, promoting model innovation, and building an ecosystem, including strengthening the construction and promotion of national OA publishing platforms, seeking a balance of interests among stakeholders of OA publishing, encouraging some journals and publishing institutions to explore OA publishing ﬁrst, promoting effective docking between OA publishing and library open resource conversion, vigorously promoting diamond OA publishing of scientiﬁc journals, building a business system of collaborative symbiosis between OA publishing and scientiﬁc journals, and constructing a new ecology of OA publishing academic exchange.
