Multiple Subjects, Evolutionary Stages and Structural Pathways of Digital Publishing Industry Policies

Abstract:

The article takes 448 policy texts related to the digital publishing industry from 2006 to 2024 as samples, and uses text analysis methods to reveal the evolution laws and structural characteristics of Chinas digital publishing industry policies. The results suggest that the diversification of policy subjects in Chinas digital publishing industry is evident, and the policies have gone through three stages: planning guidance stage20062010, national strategic stage20112016, and high-quality development guidance stage2017 to present. The policy structure of the digital publishing industry can be examined from four dimensions: dependence, collaboration, competition and iteration. It is necessary to consolidate the foundation of industrial development, shift the reliance from policy tools to technological innovation, improve publishing convergence policies, build a good industrial ecology, solve the problems of the digital publishing economy and market, and accelerate the formation of a digital publishing industry policy system that meets the requirements of the development of new quality productive forces.
