高校英文科技期刊创办中的双重注意力研究

摘要:

设计了测量英文学术期刊创办完成度的四维复合指标体系 ;引入注意力理论,以华中农业大学英文科技期刊创办为案例,揭示高校英文科技期刊创办过程中领导和学者注意力生成和分配过程。注意力经由“政策推动—竞争示范—说服强化”完成生成与分配,通过政策推动和竞争示范生成注意力,又由多办刊主体之间的多维说服强化完成分配 ;并进一步分析期刊持续发展阶段“谁来办刊”“怎么办好刊”问题中学者注意力的“意愿-行动”逻辑。领导注意力为英文科技期刊创办提供资源配置与制度保障的外生动力,学者注意力源于办刊意愿,进而转化为时间精力投入,构成明确办刊定位、把关学术质量、拓展稿源和构建多元融合传播体系的内生动力。双重注意力形成的推拉效应,是英文刊从零起步走向一流的核心动力。为测度当前高校期刊特别是英文科技期刊工作提供了一个可供操作的工具,揭示高校英文科技期刊创办过程中持续争取领导和学者注意力的重要性,提供高校创办英文科技期刊态度差异和期刊分化的可能解释。

Abstract:

This article designs a four-dimensional composite indicator system for measuring the completion level of English-language academic journal establishment; drawing on the attention theory and taking the establishment of English-language scientific and technological journals at Huazhong Agricultural University as a case study, analyzes the generation and allocation of leadersand scholarsattention throughout the founding process of university-run English scientific and technological journals. Attention is generated and allocated via the mechanism of policy impetuscompetitive demonstrationpersuasive enhancement. It is generated by policy impetus and competitive demonstration, and allocated via multi-dimensional persuasive enhancement among multiple journal-founding entities. This article further explores the willingness-actionlogic of scholarsattention concerning the fundamental issues of who manages journals and how to achieve high-quality journal development during the journalssustainable development stage. Leadersattention serves as the exogenous driving force for journal establishment by providing resource allocation and institutional guarantees, while scholarsattention, originating from their willingness to launch journals and further translated into investment of time and energy, constitutes the endogenous driving force for defining journal positioning, safeguarding academic quality, expanding manuscript sources and constructing a diversified and integrated communication system. The push-pull effect formed by dual attention acts as the core impetus for English-language journals to develop from scratch to first-class status. This article develops a practical assessment tool for evaluating the operation of university journals, especially English scientific and technological journals. It clarifies the significance of consistently mobilizing leadersand scholarsattention in journal founding, provides a possible explanation for the differences in universitiesattitudes towards founding English-language scientific and technological journals and the differentiation among such journals.
