Abstract:

The ISBN regulation system is consisted of systems of standard and regulation in China. The standard system includes “ ” (GB/T5795-2006),“ ” (GBT
12906-2008). The law system includes “regulations on the administration of publishing ”, “the assured system of book quality
”,“administration provisions on book publishing ”,“ regulation on applying for ISBN with real name”， etc. The
two systems keep consistent totally. There are some problems of standard system in practice, such as the incorrect form
and the amuse of ISBN. As for the regulation system, stipulations are often not in consistency among regulations, many
quotations between them are not accurate, and some clauses are out of date. We must renew the standards and regulation
in time. At the same time, the departments who formulate the standards and regulation must keep communication. Finally,
we should exert great efforts to propagate the standards and regulation of ISBN, and severely punish the illegal behaviors.
