Abstract:
Policy is an important means of national macro management of publishing market construction,its absence will directly affect the publishing market system to establish and perfect.Based on the macro background and practical demands in the construction of Chinese publishing market system,including publishing subject access restrictions, publishing product quality management, resource allocation of factors of production, publication distribution and circulation, foreign trade and so on. The article analyzes the problems that due to the absence of policies,and further points out that the main reasons for the lack of policies as following, including the inner contradiction of publishing system innovation and government regulation,fuzzy demarcation in modern government and market function,issues created in the process of policies formation and operation.Finally,it provides perfecting paths to solve the missing policies from the following three aspects,just government macro regulation,internal microscopic construction and social forces.
