Abstract:

As an important content of Aiding Xinjiang Project in“ the Twelfth Five-Year Plan”, of General Administration of Press and Publication (GAPP)， the establishment of “ Xinjiang Minority Langnage Publishing Base” will greatly
promote the overall reform of Xinjiang Press and Publicationindustry, drive thedevelopment of publication industry and produce
excellent social and economic profits. Construction of the base is also a specific manifestation of the strategic thought of “ Ke
eping Xinjiang stable and prosper, making people rich andthe border consolidated”. Whilemeetingtherequirementof thepeople’
s spiritual and cultural requirement in minority areas, it also exerts positive influence on building national culture security
network and promoting social and economic development. At present, we should take advantage of the intensive effect of the
base and deal with well such issues as funding, coordination between departments, capital and personnel settlement.
