摘要：

“十四五”时期我国经济社会发展要以推动高质量发展为主题，出版业的高质量发展
至少蕴含着四个维度：在方向上，突出政治导向和价值引领；在管理上，加快转型升级和提质增效；
在手段上，利用科技赋能和融合发展 ；在目标上，专注文化强国和民族复兴，藉此不断提升中华
民族凝聚力、国家文化软实力和中华文化国际影响力，实现从出版大国迈向出版强国。

Abstract:

The theme of Economic and Social Development of China during the 14th five-year
plan period is to promote high-quality development，to give prominence to political orientation
and value guidance; to speed up the transformation and upgrading of management and improve
the quality and efficiency of the country; to utilize the technology to empower and integrate
development; to focus on the goal of cultural power and national rejuvenation; Inorder to promote
the cohesion of the Chinese nation，the National Cultural Soft Power and the international
influence of Chinese culture，to achieve from a publishing power to a publishing power.
