Abstract:
Cultural industries is the industry of expression, and the expression is the core of the cultural industries. Free expression could promote the development of cultural industries, but over expression would hurt the social benefit of cultural industries. The orderly development of cultural industries need reasonable and appropriate expression, and it also need set a boundary for freedom of expression. This boundary is express obligation. Express obligation requests producers and communicators of cultural products not to infringe other people, not to damage the social public interests, not to harm the interests of predecessors and offspring. Express obligation is not only the restriction and boundary of expression freedom, but also the social benefit of cultural industries in the law.
