摘要:

开放科学环境下,科学数据出版是促进数据共享、抢占数据战略资产的重要手段。分
析当前主流数据出版模式存在的问题,提出一种新的科学数据混合出版模式 :联合专家评议、用
户评议、图书馆评议等多种方式来解决数据出版中的评议瓶颈问题 ;采取免费或有条件使用数据
的灵活机制来提升学术交流效率,促进数据交换与共享 ;将集成出版模式、数据仓储出版模式和
数据期刊独立出版模式的功能融合到同一平台,以提高作者的参与度和认可度,并为数据期刊提
供优质的稿件来源。最后探讨了高校图书馆在参与数据出版过程中可发挥元数据标准的制定与数
据标引、质量评议、数据服务和永久保存等重要作用。

Abstract:

In the open science environment, scientific data publishing is an important means
to promote data sharing and preserve strategic digital assets. This article analyzes the existing
problems of data publishing modes, proposes a new mixed mode of scientific data publishing :
adopting a combination of peer review, user review and library review to solve the bottleneck
problems in data publishing; taking the mode of reusing data for free or conditionally to improve
the efficiency of scholarly communication and to promote the exchange or sharing of scientific
data; combining the functions of integration publication, data repositories and data journals
into the same platform to enhance author recognition and participation to provide high-quality
data to data journals. University libraries can play important roles in data publishing, such as
establishing standards and indexing for metadata, quality evaluation, data services and permanent
preservation.
