Abstract:

Academic publishing funding system is an important system in the Japanese research funding
systems. It is an important mechanism which can promote the high level of scientific innovation achievements
to the public and the market. The “three-in-one” of the Japanese Ministry of education and academic
organization, university legal person, social welfare organizations constituted multi-level academic publishing
system. The establishment and adjustment of the system is worth Chinese academic publishing industry
thinking and referencing.
