Abstract:

With the development and popularization of the Internet, more and more people have realized the
advantage of Internet dissemination and a dramatic change has taken place in sci-tech information dissemination. The
online publication of sci-tech papers is one of the most important representations of this trend. Internet communications
of sci-tech research papers affect the development of academic research and the dissemination of academic achievement.
However, as a new thing, it suffers quantities of difficulties. So we should find effective ways to resolve these problems.
