Abstract:

Due to the objective factors such as technical title evaluation in colleges, different educational background
of the authors and scientific research achievement awards, along with the subjective factors such as the passive “ waiting
for the contribution to come” publication mode and the general low quality of editors, high-quality manuscripts are increasingly scarce for local colleges’ journals. Several measures could be adopted to solve this problem: try to seek intellectual as well as financial support from the management team; make full use of their “ own” talents and take the
initiative to absorb the manuscripts from the teachers with doctor’s degrees and from the young teachers with academic potentials of their own colleges; try to draw support from the merits of local culture resources and establish characteristic
columns to attract high-quality articles; set up a capable editor team that can “ cut uncut jade”; attach importance to the
second recommendation of excellent papers in order to cultivate a group of excellent and stable authors.
