Abstract:

Due to the changes in social, political, economic, and cultural environment, the emphases of the government
administration’ s anticipated guiding roles, evaluation parameters, and evaluation methods are somewhat different. The
course of development can be divided into three stages. the following characteristics can be found out: there was a transition
from emphasis on quality-oriented to emphasis on market-oriented in governmental evaluation; the evaluation system has
been progressing as a result of gradual construction; in the course there have been constant summing-up, correction, and
adjustment; more attention has been paid to consumer periodicals rather than to academic journals, and to scientific journals
rather than to social science journals; the current periodical evaluation system is incapable of discovering and solving the
fundamental problems with academic journals; the negative effects of periodical evaluation are most conspicuously reflected in academic journals.
