Abstract:

This paper analyzes some problems about peer review in light of actual situations and experiences from three
aspects: the establishment and management of expert database, the process management of peer review, and the methods
on how to handle the experts’ advices. In addition, the importance of peer review is emphasized, and responsibilities
and precautions which editors should pay attention to are defined in this paper.
