Abstract:

The essay starts from the speech about promoting the reform of the culture system to a new stage by
comrade Hu Jintao. The author combines the speech with the publishing practise, puts forward advices about how to
guide the publishing market correctly from four aspects: enhancing the publishing strength; publishing more high
quality works; guiding the network reading and taking the advantages of government input.
