The concept of scientific development to guide local national university journals building and development
is the cornerstones of the theory, the local national university journal of the existing model, the existing academic
evaluation mechanisms, market-oriented challenges, funding and quality of journal editors and constraints affect the scientific
development, only the breakthrough of conventional thinking in order to survive the quality, strengthen self-construction
in order to ensure its sustainable development.
