Research on the Institutional System of the Transformation and Upgrading of China’s

摘要:

基于我国新闻出版转型升级政策制定与制度建设的现状与问题,面向“十四五”时期
文化与新闻出版发展规划、政策指引,运用新制度经济学等理论,提出并阐述新闻出版转型升级
制度体系构建的意义、框架与思路,明确构建主体、目标、原则、实施步骤及运行保障。其中,
新闻出版转型升级制度体系主要包括正式制度与非正式制度,正式制度包含战略规划、运营管理、
出版管理、人才培养、版权保护、资本运营、风险防控、监督激励,非正式制度则表现为意识形
态、价值观念和文化氛围。

Abstract:

Based on the transformation and upgrading of China’s press and publication policy
and system construction of the present situation and the problems of “difference” oriented culture
and the press and publishing development planning, policy guidance, on the basis of the theory of
new institutional economics, etc, are put forward and expounded the significance of transformation
and upgrading of the press and publishing system to build, frame and train of thought, clear
construction subject, goal, principle, implementation steps and operational support. Among them,
the institutional system of press and publication transformation and upgrading mainly includes
formal system and informal system. The formal system includes strategic planning, operation
management, publication management, talent training, copyright protection, capital operation,
risk prevention and control, supervision and incentive, while the informal system is reflected in
ideology, values and cultural atmosphere.
