The first review is the most basal and most important procedure in the editing process. As a first review
editor, he should have not only the relevant political , idealistic and professional quality, but also value taste， academic
insight and philosophic speculation quality. During the first review, the editor should deal with the relations between
authors and himself appropriately. He should bring forward contributive suggestions on manuscripts, which are the
foundation of the following review.
