摘要：
为贯彻十九大精神， 把握“一带一路”重大发展机遇， 我国出版业寻求“走出去”亟待完善相关外 资立法。 通过考察有关国家出版业外资立法实践， 从立法模式和具体限制条件两个角度， 总结概括域外先进经 验。 我国可以借鉴加拿大、 新加坡等国经验， 在立法中明确规定文化因素考量 ； 转变观念， 加强外资互惠合作 ； 引入特殊管理股制度， 促进制度创新。
Abstract:
Toimplementthespiritofthe19thCPCNationalCongressandtoholdtheopportunityof developmentwithintheBeltandRoadInitiativeframework，thegoing-outstrategyofpublishingindustryin Chinarequirestheimprovementoflegislationinadmissionofforeigninvestment.Fromtheperspectiveof themodeandcriteriaofthelawmaking，thisarticleanalyzesthepracticeandlegislationofdifferentcountries andsummarizessomeadvancedexperienceforreferencetoChina.ItismoreappropriateforChinese legislationtolearnfromtheapproachinCanadaandSingapore，toexplicittheculturalinterestfactorsfor furtherconsideration，topursuemutualbenefitandcooperationwithabroadviewoflogic，andtostrivefor institutionalinnovationsuchasgoldenshare.
