Abstract:

The problem of Can-not-buy newspapers and periodicals is the most common complaint of newspapers
and periodicals’ distribution industry. Based on principles of economics, this article analyzes the role of those who
asked the question firstly, and then recommends that the factors of political influence, economic constraints and
practical operations are all possible variables which contributing to the problem. It also points out the approach of
from can-not-buy to can-buy.
