Abstract:

Many problems are existing in sci-tech periodicals editorial departments which carry out Management
By Object（ MBO）. It is considered that the assignment and decomposition for objects should be scientific, reasonable
and two-way communicated. The process of carrying out MBO should be kept in control， and achievement assessment
should be executed conscientiously.
