Abstract:

Based of analyzing the appearance, intention, extension of publishing, the paper trys to discuss the political
democracy and technological moderation elements which were necessary for Late Qing Dynasty publishing modernation.
Late Qing Dynasty was a political unrest, revolution ceaseless history, with information erupting, as a result, modern publishing was born and booming as never before. But be largely due to constraints at all levels, the publishing modernation
process of Late Qing Dynasty was complex and sluggish.
