Abstract: Governments around the world and industry associations always put forward a series of policies to promote the development of domestic publishing industry. From an economic perspective, this paper does a specific comparative study on industrial policies which includes four parts: policy-making institutions, fiscal policy, financial policy and foreign trade policy.
