Abstract: The article focuses on the dysfunction of Tri-level Methodology of Perusal and Revision resulting from the inter-contrapositional dual-pyramid structure, the unbalanced motivation and restraint system, the overvalued administrative ranking-oriented stuffing system and the indistinct internal responsibilities and labor division. It endeavors to give some feasible advice on the improvement of Tri-level Trial System with the essential goal maintained.
