[Abstract] Nationwide Reading Activity has become a focus of the society. While legislation on it has a normative

significance for ensuring its practice, to analyze the execution of the rules and regulations is the most effective way to analyze

the activity. This paper selected ten representative cities, analyzing and comparing the legislative situation of Nationwide

Reading Activity in these cities from the aspects of legal effectiveness level, publishing department, release form and

legal content of rules and regulations. And through exploring the diversity of activities, the guarantee of infrastructure

construction, the broadness of participation groups, and the support of all forces carried out by relevant reading

practices. The result of this paper is to put forward the achievements as well as shortcomings of nationwide reading

activities, and provides suggestions for future legislative work and practice of Nationwide Reading in China.
