摘要：

网络动员作为社会动员的一种形式新发展，兼具着双重价值立场。在遵循这一价值判断的前提下，
一方面利用互联网信息技术优势，积极引领国家主流思想凝聚和增益社会现实行动的参与力量，充分发挥网络
社会动员的正向引导功能；另一方面，对潜藏社会非稳定性因素的网络抗争动员实施有效规导与制动，促成党
政权力与社会力量双向政治互动的良性循环。科学辩证地运用好“引导”与“规制”两种策略，在网络治理全
局观视野中加强党和政府的网络社会动员能力，有助于推进国家治理体系和治理能力的现代化。

Abstract:

Internetmobilizationisanewformofsocialmobilization,butithasdualvaluestand.Infollow
underthepremiseofthevaluejudgment,ontheonehand,takingtheadvantageofInternetinformation
technology,leadingthemainstreamideologicalcohesionactivelyandgaintheparticipationpowerofsocial
realityaction,togivefullplaytopositivefunctionofInternetmobilization.Ontheotherhand， controlland
suppresstheInternetprotestmobilizationwhichimpliessocialinstability,itcanleadtoavirtuouscircleoftwowaypoliticalinteractionbetweenthepowerofthePartyandthesocialforces.Usethetwostrategies
of“guidance” and“regulation” scientificallyanddialectically,inthehorizonoftheoverallviewofInternet
governancetostrengthenandenhancethecapacityoftheParty’sInternetsocialmobilization,helptopromote
thenationalgovernancesystemandgovernancecapacityofmodernization..
