Abstract:

The value orientation from the mass varies from antagonistic attitude to compromise attitude. The settlement
of treatise multi-submission based on different standpoints needs, from a strategic level, to clarify the responsibilities of
different parties, to take reasonable measures after things happen, and to have good precautions. The existing researches
have formed multiple perspectives based on different discipline theories and various standpoints from different stakeholders. The follow-up study should form an effective tactics and behavioral model to solve the problem on the basis of a deeply discussion, understanding from different parties.
