Abstract:

This paper first describes the basic situation of special founds for public service publication in Hubei
Province, including the establishment and implementation of the funds and its role and impact. Secondly, on how to
ensure the funds running reasonably, it discusses the evaluation system, assessment procedures, assessment specialists
and social advocacy of the funds. Finally, it puts forward some suggestions on the funds assessment management.
