Abstract:

The published regulatory system in China is not only relatively weak in preventive monitoring mechanism, but also low in levels of reasonable supervision, weakened in the positive regulatory functions, and the lack of stereo regulatory mechanism. The source of these problems is the lack of understanding the legal basis of the construct of the published regulatory system. It must have a full understanding of the legal basis of the published regulatory system constructed to strengthen the preventive regulatory mechanisms of the published regulatory system, improve its regulatory functions, strengthen its positive regulatory functions and establish its stereo regulatory mechanisms.
