摘要：
首先对网络期刊的发展现状及其面临的问题进行全面分析，并对纯网络期刊的特征进行剖析，指 出纯网络期刊发展中面临的特殊问题。 然后， 从促进期刊网络化发展的角度出发， 构建由用户效果、 学术水平、 网站建设和经营管理四个方面组成的网络期刊评价体系。 最后， 对网络期刊的未来发展进行展望。

Abstract:
Firstly, the paper analyzes the development status and the problems of network journals, and points out the features and the special problems of the network journals which do not have printed edition. Then, it constructs an evaluation system of network journals which is made up of user effect, academic standards, website construction and management with the purpose of promoting the development of network journals. At last, the future development of network journals is proposed.
