摘要：

策划编辑在高校教科书编写过程中应具有主导作用， 这是由高校教科书组织编写的特殊性决定
的， 并提出策划编辑发挥主导作用的主要措施。

Abstract:

This article deliberates that the planning editor should play leading role in the editing process of
higher education textbooks because of its particularity. This article also puts forward some suggestions on how to bring
the planning editor into playing the leading role.
